推动黑龙江省民营企业高质量发展的对策研究

On the Countermeasures to Promote the High-quality Development of Private Enterprises in Heilongjiang Province

党中央、国务院历来高度重视民营经济工作,习近平多次作出重要指示批示,强调要实现民营经济健康发展、高质量发展。近年来,黑龙江省民营企业快速发展,在稳增长、促创新、增就业、惠民生等方面发挥了重要作用。然而,民营经济偏弱仍是制约黑龙江省经济高质量发展的短板之一,主要表现在整体竞争力、营商环境、要素获取、人才支撑、发展理念等方面。应坚持问题导向,立足当前、着眼长远,优先解决好民营企业“急、难、愁、盼”问题,着力推动黑龙江省民营企业高质量发展。

The Central Committee of the Communist Party of China and the State Council have always attached great importance to the work of the private economy,and General Secretary Xi Jinping issued relevant important instructions multiple times,emphasizing the need to achieve healthy and high-quality development of the private economy.In recent years,private enterprises in Heilongjiang Province have experienced rapid development and played an important role in stabilizing growth,promoting innovation,increasing employment,and benefiting people′s livelihoods.However,the weak private economy remains one of the shortcomings that constrain the high-quality development of the province′s economy,mainly manifested in overall competitiveness,business environment,factor acquisition,talent support,development concepts,and other aspects.We should start from the problem-orientation,focus on the current situation and long-term trend,give priority to solving the"urgent,difficult,anxious and eager"problems of private enterprises,and strive to promote the high-quality development of private enterprises in Heilongjiang Province.
