北大荒农垦集团现代化大农业发展水平评价指标构建及测度

Construction and Measurement of Evaluation Indicators for the Development Level of Modernized Big Agriculture of Beidahuang Reclamation Group

发展现代化大农业是加快农业农村现代化的主攻方向,也是加快建设农业强国的重要途径。文章基于黑龙江作为国家粮食稳产保供“压舱石”的首要担当,利用熵权TOPSIS模型和障碍度模型综合评价并分析北大荒农垦集团现代化大农业的发展水平。研究结果表明:(1)2022年,北大荒农垦集团已初步实现现代化大农业进程。(2)北大荒农垦集团现代化大农业在农业科技、农业规模和可持续发展方面取得了显著进展,但在农业产业化和农业支持保护水平方面仍较为薄弱。(3)在推动现代化大农业的过程中,北大荒农垦集团主要面临的障碍是提升农业规模化和农业科技水平。北大荒农垦集团需要重点关注解决农业规模化程度、增加固定资产投资、加强科研与开发等障碍,以推动现代化大农业向更高水平发展。基于此,建议应加快构建现代农业经营体系,推进技术创新和广泛推广策略,并加强产前和产后的社会化服务。

Developing modern agriculture is the major task in accelerating the modernization of agriculture and rural areas,and it is crucial to accelerate the construction of an agricultural power.Based on the fundamental role Heilongjiang Province plays in ensur⁃ing stable national grain production and supply,this paper used the entropy weight TOPSIS model and obstacle degree model to comprehensively evaluate and analyze the development level of modern large-scale agriculture in Beidahuang Agricultural Recla⁃mation Group.The research results are as follows.(1)By 2022,Beidahuang Agricultural Reclamation Group has achieved prelimi⁃nary modernization of large-scale agriculture.(2)Beidahuang Agricultural Reclamation Group has made significant progress in mod⁃ern agriculture in terms of agricultural technology,agricultural scale,and sustainable development,but it is still relatively weak in terms of agricultural industrialization and agricultural support and protection level.(3)In the process of promoting modern agricul⁃ture,the main obstacle faced by Beidahuang Agricultural Reclamation Group is to improve the scale and technological level of agri⁃culture.Beidahuang Agricultural Reclamation Group needs to focus on tackling with the obstacles such as agricultural scale,in⁃creasing fixed assets investment,and strengthening scientific research and development to promote the development of modern agri⁃culture.Based on this,it is suggested to accelerate the construction of a modern agricultural management system,promote technolog⁃ical innovation and a wide range of extension strategies,and strengthen pre-production and post-production socialization services.
