乡村产业高质量发展:内涵特征、主要障碍与优化策略

High-quality Development of Rural Industries:Connotation Characteristics,Main Obstacles and Optimization Strategies

高质量发展是中国式现代化的本质要求。全面推进乡村振兴是实现中国式现代化的重要战略。在实现农业农村现代化过程中,要以高质量发展为本质要求,实现乡村产业高质量发展,推动产业兴旺,实现产业振兴,推进乡村全面振兴。文章分析了乡村产业高质量发展的内涵特征,提出了其主要障碍:优质农产品供给不足,特色产业不突出;农业现代化程度不高,产业技术相对落后;生产要素活力不强;产业链发展不充分;农村生态环境质量亟须提升;城乡融合深度不足。认为推动乡村产业高质量发展应重点从以下方面努力:充分利用区域资源优势,发展特色乡村产业;强化科技创新驱动,提升科技创新水平;完善体制机制,增强发展要素活力;加快三次产业融合发展,提升乡村产业链韧性;加强乡村环境治理,大力发展生态农业;利用数字经济推进城乡融合发展等。

High-quality development is the essential requirement of Chinese-style modernization.Promoting rural revitalization in an all-round way is an important strategy to realize Chinese-style modernization.In the process of realizing agricultural and rural modernization,we should take high-quality development as the essential requirement to realize the high-quality development of rural industry,to promote the prosperity of industry,to realize the revitalization of industry and to promote the overall revitalization of rural areas.This paper analyzes the connotation and characteristics of high-quality development of rural industry and puts forward its main obstacles:insufficient supply of high-quality agricultural products,less prominent characteristic industries,low level of agricultural modernization,relatively backward industrial technology;the vitality of production factors is not strong,the development of the industrial chain is not sufficient,the quality of the rural ecological environment needs to be improved urgently,and the depth of urbanrural integration is insufficient.In order to promote the high-quality development of rural industry,efforts should be focused on the following aspects:making full use of regional resource advantages,developing characteristic rural industry,strengthening the drive of scientific and technological innovation,improving the level of scientific and technological innovation,and perfecting the system and mechanism.We will strengthen the vitality of development factors,accelerate the three-stage integrated development of industries,and enhance the resilience of rural industrial chains.We will strengthen environmental governance in rural areas,vigorously develop eco-agriculture,and make use of the digital economy to promote integrated development between urban and rural areas.
