摘要
随着上海国际航运中心及长三角一体化的持续建设,长江上海段的船舶交通量大幅增长。外高桥港区作为长江入海口的重要节点,占据了上海港的核心地位,成为国内外物流的重要保障。浦东海事局结合海事“一网统管”及船舶管理信息系统,通过数据分析与实地调研,从船舶和船长两个方面探讨首次到港船舶的风险特征。基于2021—2023年辖区水上突发应急事件数据,分析首次到港船舶的安全隐患,建立了首次到港船舶的智能化筛查机制,分析了数字化管理和提前预警对减少船舶险情事故的重要性,并提出强化监管的对策建议。
With the continuous development of Shanghai International Shipping Center and the integration of the Yangtze River Delta,the vessel traffic volume in the Shanghai section of the Yangtze River has increased significantly.The Waigaoqiao Port Area,as an important node at the mouth of the Yangtze River,occupies a core position in Shanghai Port and serves as an important guarantee for domestic and international logistics.The Pudong MSA,based on the One-Net Integrated Management System and the Ship Management Information System,has conducted data analysis and on-site surveys to explore the risk characteristics of ships calling the port for the first time from both the vessel and the captain perspectives.Based on the water emergency incident data from 2021 to 2023 in waters under the jurisdiction,the paper analyzes the hazard and establishes an intelligent screening mechanism for ships calling the port for the first time,analyzes the importance of digital management and early warning in reducing vessel accidents,and proposes countermeasures for enhancing supervision.
