Issues and Suggesions for the Training,Examination and Certification of Seafarer Onboard Government Vessel

2011年印发的《中华人民共和国海船船员适任考试和发证规则》首次提出了公务船船员区别于一般海船船员,需要进行单独管理,并于2019年印发了《中华人民共和国海上公务船船员培训、考试和发证管理办法》。针对当前海上公务船船员培训、考试和发证的相关规则、管理办法的现状进行研究,并对现行规定存在的问题提出建议。

The Rules of the People's Republic of China on the Competency Examination and Certification of Oceangoing Seafarers promulgated in 2011 has,for the first time,set out the need for the separate management of seafarers serving on board government vessel,which is distinguished from ordinary seafarers.In 2019,the Administrative Measures of the People's Republic of China on the Training,Examination and Certification of Seafarers Serving Onboard government vessel was issued.This paper studies the current situation of the relevant rules and administrative measures on the training,examination and certification of the seafarers serving on official ships and puts forward suggestions in view of the existing provisions.
