浅谈“三线一单”理论在规划环评中的应用

A Brief Discussion on the Application of“Three Lines and One List”Theory in Planning Environmental Impact Assessment

“三线一单”指的是生态保护红线、资源利用上线、环境质量底线及环境准入负面清单。该政策实施的主要目的是为了保护环境,进一步规划各项工程,为经济发展和环境保护提供相应依据。在规划环评工作中,应用“三线一单”理论,可以有效缓解规划工作对环境的影响,从源头上进行预防,不断优化环境,做好空间规划工作。本研究主要分析“三线一单”理论及其在规划环评中的应用情况及应用措施,以期为规划环评工作提供一定的参考。

“Three lines and one order”refers to the red line of ecological protection,the line of resource utilization,the bottom line of environmental quality and the negative list of environmental access.The main purpose of the implementation of this policy is to protect the environment,further plan various projects,and provide the corresponding basis for economic development and environmental protection.In the planning EIA work,the application of“three lines,one single”theory can eff ectively mitigate the impact of planning work on the environment,prevent from the source,constantly optimize the environment,and do a good job in spatial planning.This study mainly analyzed the“three lines,one single”theory and its application in the planning EIA,and proposed the application measures,in order to provide some reference for the planning EIA work.
