基于社会藩篱理论的教师资格认定制度演进逻辑及优化路径

摘要 教师资格证是国家保证教师质量的基本制度,不仅规范教师职业的准入门槛,也保障教师质量和专业地位,且与社会藩篱理论关注专业群体的议题相一致。中国教师资格认定制度经历了四个不同阶段,从最初以学历标准为主要选拔依据的立法建规期,到实施学历标准和资格考试并行的“双轨制”期,再到全国统考期以及当前资格考试与师范类专业认证相结合的“新双轨制”期,依循“学历—考试—认证”的演进变化,体现出教师资格认定制度排他力度薄弱的现实。基于社会藩篱理论,今后应构建专门的教师教育课程体系,加强真实教育教学水平的考核,科学调控教师资格证颁发数量,增强教师教育质量保障体系内部制度间的耦合关系等,使教师资格认定制度更好地发挥保障高质量教师队伍的作用。 The teacher qualification system is crucial for standardizing entry into the teaching profession and ensuring the quality and professional status of teachers.The theory of social closure,which examines the regulation of professional group access and status consolidation,aligns with the aims of the teacher qualification system.This system has evolved through various stages:from legislative formulation based on educational standards,to a“dual track system”of standards and exams,to a national unified examination,and finally to a“new dual track system”with professional certification.Utilizing social closure theory,this study proposes optimization strategies including the development of a dedicated curriculum for prospective teachers,enhanced evaluation of educational competencies in exams,regulated issuance of qualifications,and strengthened integration within the teacher education quality assurance system.This study contributes to enhance the effectiveness of the teacher qualification system in maintaining high-quality teaching standards.
