吕梁市是山西省水土流失最为严重的区域,也是拍卖“四荒”加快治理的发源地。近年来,通过“清化收”行动,查清了现状,纠正了问题,在具体工作中采取了加强领导、建立层层推进工作机制和检查督促等有效措施,取得了显著成效,并引发了五点思考:一是正确认识“四荒”拍卖“清化收”行动;二是正视“四荒”拍卖“清化收”行动所揭示的问题;三是对长期坚持水土流失综合治理的购买“四荒”大户给予鼓励和大力支持;四是盘活水土资产,壮大集体经济;五是提供了可复制的水土保持经验,值得推广。

Lvliang is the most serious area of soil and water loss in Shanxi Province,and it is also the birthplace of accelerating the governance of the“four wilderness”through auctions.In recent years,through the“Clearing-Resolving-Recovering”action,the current situation has been clarified,problems have been corrected.Effective measures such as strengthening leadership,establishing a layered promotion mechanism,and inspection and supervision have been taken in specific work,achieving significant results and triggering five points of reflection:firstly,we must confirm the“Four Wastelands”auction“Clearing-Resolving-Recovering”action;secondly,we must face up to the problems revealed by the“Four Wastelands”auction and“Clearing-Resolving-Recovering”actions;thirdly,encourage and provide strong support to large-scale purchasers of the“four Wastelands”who have long adhered to comprehensive management of soil erosion;fourthly,activate water and soil assets and strengthen collective economy;the fifth is to provide replicable experience in soil and water conservation,which is worth promoting.
