东北全面振兴内嵌于中国与世界关系互动的进程之中,东北融入互联互通体系之中并且成为重要战略节点是东北发展和繁荣的基本因素。党的十八大以来,中共中央对东北全面振兴的目标、角色、路径和前景进行了系统阐述和全面部署。东北全面振兴既要对接国内区域经济发展战略,也要融入对外开放体系之中,在双循环互动体系中确立东北地区“战略发展”的角色,在世界百年变局加速演进的时空框架之下探寻东北发展的时空体系和内在逻辑。新时代新征程,东北全面振兴要以人民为中心,在国家区域发展体系中承担维护国家安全的责任,提升人民的生活水平,在全球以及地区地缘政治经济秩序加速演进的背景下获得和确认发展与安全的新角色。

The overall revitalization of Northeast China is embedded in the process of the interaction between China and the world,and the integration of Northeast China into the connectivity system and making the region an important strategic node are the basic factors for the development and prosperity of Northeast China.Since the 18th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has systematically elaborated and fully deployed the goal,role,path and prospect of the overall revitalization of Northeast China.The overall revitalization of Northeast China should not only align with domestic regional economic development strategies,but also integrate into the country's opening up system,establish the"strategic development"role of Northeast China in the double-cycle interactive system,and explore the development spatial-temporal system and internal logic of Northeast China under the spatial-temporal framework of the accelerated evolution of the world's great changes unseen in a century.In the new era and on the new journey,the overall revitalization of Northeast China should be peoplecentered,assume the responsibility of safeguarding the national security in the country's regional development system,improve people's living standards,and obtain and confirm the new role of development and security in the context of the accelerated evolution of the global and regional geopolitical and economic order.
