摘要
为缓解江苏高速公路交通供需矛盾,提高高速公路通行能力,改善路网服务水平,科学合理确定高速公路改扩建时机,提出技术层面、管理层面、政策层面下的高速公路7因素3阶段的改扩建时机决策模型。第一阶段技术层面,从路段角度考虑服务水平、投资效益2个因素;第二阶段管理层面,从路网角度考虑上下游路段、分流道路、投资强度、收费政策4个因素;第三阶段政策层面,考虑重点项目计划因素。所构建的改扩建时机决策模型,在江苏交控改扩建工作中得到了应用。
In order to alleviate the contradiction between supply and demand of expressway in Jiangsu,enhance the capacity,improve the level of service,and scientifically determine the optimal reconstruction time,a 7-factor and 3-stage decision-making model of optimal reconstruction time for expressway based on technology,management and policy is proposed.Stage one,based on technology,service level and investment benefit are considered from the perspective of road sections.Stage two,based on the management,four factors including up-and-down sections,diversion roads,investment intensity and toll policy are considered from the perspective of road network.Stage three,based on the policy,considering the planning factors of key projects.The decision-making model has been applied in the reconstruction and expansion of Jiangsu Communications Holding Co.Ltd..
