中国人力资源服务企业区域集聚及其影响因素

Regional Agglomeration of Human Resources Enterprises and Its Influencing Factors in China

摘要 优化人力资源服务企业的区域集聚对促进人才区域合理布局和协调发展,加快发展新质生产力以及支持人才强国战略具有重要意义。本文基于产业集聚理论,运用空间统计方法和fsQCA方法,探究中国人力资源服务企业的集聚特征,并分析其影响因素组态。研究发现:人力资源服务企业的区域集聚度高,具有由东部向中西部和由南部向北部扩散的趋势;空间上呈现“四极、多核”和集聚连片格局,各省和各城市群分布极不均衡;人力资源服务企业在时间分布上于2017年后明显快速增长,尤其是中部地区增速更快。人力资源服务企业集聚的影响因素组态有三种,即“市场直接驱动”“需求牵引驱动”“综合驱动”。本研究丰富了人力资源服务企业的理论研究,拓展了企业区域集聚的理论研究“域”,为我国政府和人力资源服务企业区域发展的优化及高质量发展提供了决策参考。 Optimizing the regional agglomeration of human resource service enterprises is essential for promoting the rational distribution and coordinated development of talent across regions,accelerating the growth of new productive forces,and supporting the national talent strategy.Based on industrial agglomeration theory,this study employs spatial statistical methods and fsQCA to investigate the agglomeration characteristics of human resource service enterprises in China and analyze the configurations of influencing factors.The findings reveal that human resource service enterprises demonstrate a high level of regional agglomeration,with a trend of expansion from the eastern to central and western regions and from the southern to northern areas.Spatially,they exhibit a"fourpole,multi-core"clustered pattern with contiguous agglomeration,and their distribution is highly uneven across provinces and urban clusters.Temporally,a marked growth in agglomeration emerged after 2017,with the central region experiencing particularly rapid development.Three configurations of influencing factors are identified for the agglomeration of human resource service enterprises:"direct market-driven,""demand-pull driven,"and"comprehensive-driven"models.This study enriches the theoretical research on human resource service enterprises and extends the domain of regional enterprise agglomeration theory,offering valuable insights for optimizing regional development and promoting high-quality growth in the context of human resource services in China.
