北京市水务综合执法“五个一”最优操作法实践与效果分析——以门头沟区为例

Practice and effect analysis of“Five-Disposable”optimal operation method of comprehensive water law enforcement in Beijing:Acase study in Mentougou District

为提升水行政执法效能,以优化营商等一系列法规政策为切入点,提出“五个一”最优操作法。以门头沟区为例,重点分析了在排水、节水及工程类案件办理中的应用,“五个一”最优操作法对提升执法效能、提高办案效率、优化营商和普法宣传有一定的促进作用,满足北京市当前的水行政执法形势需求,保障首都正常的水事秩序。

Focusing on improving the efficiency of water administrative law enforcement and optimizing a series of business-related laws and policies,this study introduces the"Five Disposable"optimal operation method.Taking Mentougou District as an example,the application of the"Five Disposable"optimal operation method in the handling of drainage,water saving and engineering cases was analyzed.The"Five Disposable"method has a notable effect on enhancing law enforcement efficiency,improving case handling,optimizing business processes,and promoting legal awareness.It aligns with the current needs of water administrative law enforcement in Beijing,ensuring the proper water management order in the capital.
