社区教育数字治理的内涵特征、制约因素及突破路径

摘要 数字治理作为数字化转型背景下的新课题,得到了党和政府的高度重视,成为我国治理体系和治理能力现代化建设的重要内容。目前,数字治理的研究和实践尚处于探索发展中,社区教育需要结合自身的发展实际,聚焦关键问题寻求突破,探索具有自身特色的数字治理路径。从理论上看,数字治理属于治理理论与互联网数字技术结合催生的新的公共管理理论准范式,而社区教育数字治理则体现出视域的社区性、技术的整合性及教育的平台性特征。研究表明,社区教育数字治理有助于引导社区教育数字化转型,有助于赋能社区教育高质量提升,有助于助力社区教育结构性嬗变;同时,社区教育数字治理也由于机制制约影响数字治理的协同性,技术制约影响数字治理的支撑性,队伍制约影响数字治理的保障性。因此,需要以制促治优化数字治理的生态环境,以学促治增强数字治理的内驱动力,以融促治强化数字治理的多元价值。 As a new subject under the background of digital transformation,digital governance has been highly valued by the party and the government,and has become an important part of the modernization of our governance system and capacity.At present,the research and practice of digital governance are still in the process of exploration and development.Community Education needs to combine its development reality,focus on key issues to seek a breakthrough,and explore a digital governance path with its characteristics.Theoretically,digital governance represents a new public management theory paradigm that emerges from the integration of governance theory and internet digital technology,while digital governance in community education manifests characteristics of community perspective,technological integration,and educational platforming.The research shows that digital governance of community education is helpful in guiding the digital transformation,empowering the quality promotion,and helping the structural evolution in community education.In the meantime,the digital governance of community education also affects the coordination of digital governance due to mechanism constraints,the support of digital governance due to technology constraints,and the security of digital governance due to team constraints.Therefore,it is necessary to optimize the ecological environment of digital governance by promoting governance through the system,to strengthen the internal driving force by promoting governance through learning,and to integrate the multi-value by promoting governance through Integration.
