基于研究联合体的区域科学仪器管理系统研究

该文从分析区域大型科学仪器设备共享的现状及问题入手,整合利用各合作单位的技术、人才、管理等创新资源要素,契约化合作创新成果所有权,实现资源再分配,基于研究联合体构建区域大型科学仪器设备开放共享系统,助力相关单位在价值链上游获取到更多企业、区域和国家层面的各类资源优势,提升实验开放共享系统为区域科研单位和企业经济体的服务能力,促进大型实验设备开放共享系统运行的可持续发展。

This paper starts with analyzing the current situation and problems of regional large-scale scientific instruments and equipment sharing,integrates and utilizes the innovation resource elements such as technology,talent,and management of each cooperative unit,contractualizes the ownership of cooperative innovation results,realizes resource redistribution.Based on the research consortium,a regional large-scale scientific instrument and equipment open sharing system is constructed to help relevant units obtain various resource advantages at the enterprise,regional,and national levels upstream of the value chain,enhance the service capabilities of the experimental open sharing system for regional scientific research units and enterprise economies,and promote the sustainable development of the operation of the large-scale experimental equipment open sharing system.
