人力资源服务产业是现代服务业的重要组成部分,粤港澳大湾区人力资源服务协同创新发展就是通过分工协作和有效合作,实现粤港澳大湾区人力资源服务的互联互通、共建共享、优化配置与协同发展。推动粤港澳大湾区人力资源服务协同创新发展是粤港澳大湾区协同发展的现实需要。粤港澳大湾区人力资源服务产业具有较好的基础,协同创新发展生态初步形成,但湾区内各地间的人力资源服务仍然存在区域及行业之间不够协同、人才流动不够通畅、合作动力不平衡、社会化运行机制不足等问题。要建立基于“一国两制”基本方针下的粤港澳大湾区人力资源服务一体化的协同创新发展统筹协调机制、工作机制,加强区域人力资源服务一体化协作,建立完善湾区人力资源服务保障体系,促进人力资源与区域经济的协同创新发展,为粤港澳大湾区的发展提供人力资源和智力保障。

The human resource service industry is an important component of modern service industry.The coordinated innovation-driven development of human resource services in the Guangdong-Hong Kong-Macao Greater Bay Area is to,through division of labor and cooperation,as Well as eff ective collaboration,achieve interconnectivity,co-construction,sharing,optimized allocation,and coordinated development of human resource services in the Greater Bay Area.Promoting coordinated innovation-driven development of human resource services in the Guangdong-Hong Kong-Macao Greater Bay Area is a practical need for the coordinated development of the Greater Bay Area.The human resource service industry of the Guangdong-Hong Kong-Macao Greater Bay Area has a good foundation,and a coordinated innovation-driven development ecology has initially formed.However,there are still problems such as insuffi cient coordination between regions and industries in human resource services within the Greater Bay Area,inadequate talent fl ow,unbalanced cooperation dynamics,and insuffi cient socialized operation mechanism.It is necessary to establish a coordinating mechanism and working mechanism for the integrated coordinated innovation-driven development of human resource services in the Guangdong-Hong Kong-Macao Greater Bay Area based on the basic principle of“One Country,Two Systems”,strengthen the integration and cooperation of regional human resource services,establish and improve a human resource service guarantee system in the Greater Bay Area,promote the coordinated innovation-driven development of human resources and regional economy,and provide human resources and intellectual support for the development of the Guangdong-Hong Kong-Macao Greater Bay Area.
