代糖添加剂安全监管困境及治理对策探析

Exploration of the Dilemma of Safety Regulation of Sugar Substitute Food Additives and Countermeasures of Governance

随着人们对“减糖控糖”健康饮食的日益关注,代糖添加剂在食品中的应用越来越广泛。然而,代糖添加剂的安全监管仍面临诸多挑战,包括政策标准笼统、监管力度疲软、社会监督参与度低等问题。本文分析了代糖添加剂的使用现状和潜在安全风险,并探讨了监管困境的成因。为完善代糖添加剂监管,本文提出了构建和完善行业分类监管及安全标准制度体系、加强和落实食品生产经营企业监管力度及失职追责机制、形成和巩固代糖添加剂信息共享及社会监管合力机制等对策建议,旨在促进代糖添加剂的合理使用,保障食品安全和公众健康。

With the growing concern for healthy diets with“sugar reduction and control”,sugar substitute additives are being used more and more widely in food products.However,the safety regulation of sugar substitute additives still faces many challenges,including generalized policy standards,weak regulatory efforts,and low participation in social supervision.This paper analyzes the current status and potential safety risks of sugar substitute additives,and discusses the causes of the regulatory dilemma.In order to improve the regulation of sugar substitute additives,this paper puts forward countermeasures and suggestions such as building and improving the industry categorization supervision and safety standard system,strengthening and implementing the supervision of food production and operation enterprises and the mechanism for pursuing responsibility for dereliction of duty,and forming and consolidating the mechanism for sharing information on sugar substitute additives and social supervision,with the aim of promoting the rational use of sugar substitute additives and safeguarding food safety and public health.
