摘要 科研事业单位是从事科技创新与技术研发的重要基地,在日新月异的科技发展潮流中起到中流砥柱的作用。新时代下,科研事业单位需充分发挥自身优势,紧抓科技创新潮流下的历史机遇,不断完善自身管理制度,努力提升整体科研水平。文章从科研项目、领导决策和科研创新团队构建等多个方面,阐明了科研事业单位在科技创新与管理制度改革上停滞不前的原因,探讨了科研事业单位科技创新能力在国家、政府的支持下,激发责任感和使命感,以创新自信努力勇攀高峰,以深化改革激活创新发展,以优化管理建立科研组织架构,支撑科研事业单位创新与发展的思路对策。 Research institutions are important bases for scientific and technological innovation and research and development,playing a pivotal role in the rapidly changing trend of technological development.In the new era,scientific research institutions need to fully leverage their own advantages,seize the historical opportunities under the trend of technological innovation,continuously improve their management systems,and strive to enhance the overall level of scientific research.The article elucidates the reasons for the stagnation of scientific and technological innovation and management system reform in scientific research institutions from multiple aspects such as scientific research projects,leadership decision-making,and the construction of scientific research innovation teams.It explores the ideas and countermeasures for scientific and technological innovation capabilities of scientific research institutions to stimulate a sense of responsibility and mission with the support of the state and government,to strive for new heights with innovative confidence,to deepen reform and activate innovative development,to optimize management and establish a scientific research organizational structure,and to support innovation and development of scientific research institutions.
