绿色技术创新政策对西部地区经济高质量发展的影响和作用机制研究

A Study on the Impact and Mechanism of Green Technology Innovation Policies on High-Quality Economic Development in Western Regions

“双碳”目标下科学评估绿色技术创新政策对西部地区经济高质量发展的影响十分必要。本文遵循新发展理念,构建了经济高质量发展综合评价指标体系,对2013一2022年西部地区经济高质量发展指数进行测算;在此基础上,将绿色技术创新政策视为政策性准自然实验,运用双重差分法实证检验绿色技术创新政策对西部地区经济高质量发展的影响和作用机制,并通过平行趋势检验和稳健性检验对模型的稳健性进行了验证;最后针对绿色技术创新政策对西部地区经济高质量发展的作用机制进行深入探讨。研究结论如下:(1)西部地区的经济高质量发展水平稳步提升。从五个维度来看,创新、协调、绿色和共享增长较快,开放增长较为平缓。(2)绿色技术创新政策的实施促进了西部地区的经济高质量发展。其中,绿色技术创新政策对创新、协调、绿色和共享具有显著的促进作用。(3)绿色技术创新政策在直接促进经济高质量发展的同时,也通过促进优化产业结构、能源结构和固定资产投资结构推动西部地区经济高质量发展。本文为评估绿色技术创新政策对西部地区经济高质量发展影响提材料支撑的同时,也对促进西部地区绿色转型和可持续发展提出了相应的政策建议。

A scientific assessment of the impact of green technology innovation policies on high-quality economic development in China's western regions under the"dualcarbon"goal is essential.This article adopts the concept of new development,constructing a comprehensive index system to assess high-quality economic development and measuring this index for the western regions of China from 2013 to 2022.Based on this framework,the study treats the green technology innovation policies as a quasi-natural experiment,employing the difference-in-differences method to empirically test its impact and underlying mechanisms.Model robustness is verified through parallel trend testing and robustness checks.Finally,the study delves into the mechanisms by which green technology innovation policies influence high-quality economic development in China's western regions.The results suggest the following:1)High-quality economic development in China's western regions has steadily progressed,with rapid growth in innovation-driven growth,coordinated development,green ecology,and social sharing,while openness has evolved gradually.2)Green technology innovation policies have effectively promoted high-quality economic development in the western regions,particularly enhancing innovation-driven growth,coordinated development,green ecology,and social sharing.3)Green technology innovation policies not only directly stimulate high-quality economic development but also optimize the industrial,energy,and fixed asset investment structures toward higher-quality outcomes.This study not only provides the new evidence on the impact of green technology innovation policies on high-quality economic development in China's western regions,but also offers policy recommendations to support green transformation and sustainable development in those areas.
