摘要
为保证征地综合地价标准与社会经济发展水平相适应,及时反映市场变化对征地补偿标准的影响,征地区片综合地价应定期调整。以福州市仓山区为例,以福州市上一轮区片综合地价为基础,综合考虑测算区域的社会经济发展水平、自然资源条件、土地征收案例等,利用详尽的基础数据综合测算土地征收区片价,探讨征地区片综合地价测算方法。研究结果表明,征地区片综合地价测算能确保被征地农民的补偿不减少,符合仓山区经济发展水平,可为土地征收政策的实施提供依据。
In order to ensure that the comprehensive land price standard of land expropriation is compatible with the level of social and economic development,and timely reflect the impact of market changes on the compensation standard of land expropriation,the comprehensive land price of the expropriated area should be adjusted regularly.The study takes Cangshan District,Fuzhou City as an example;comprehensively considers the social and economic development level,natural resources conditions,land expropriation cases,etc.based on the comprehensive land price of the last round of Fuzhou City;comprehensively calculates land expropriation district price with detailed basic data;and discusses the comprehensive land price calculation method.The results show that the comprehensive land price calculation of the expropriated area can ensure that the compensation of the expropriated farmers is not reduced,which is in line with the economic development level of Cangshan District,and can provide a basis for land expropriation.
