摘要
针对核电厂科技创新管理普遍存在的认识不足、定位不清、科技创新项目管理机制不合理、科技创新成果管理相对粗放与应用转化投入不足等问题,本文系统分析了核电厂科技创新的具体特点,提出科技创新工作的改进理念和措施,构建以科技创新项目全流程分级管控、科技成果管理与转化应用管理为核心的科技创新管理体系,并经某核电企业应用验证取得了科技创新业务出项目、出人才和出成果的预期成效,解决了核电厂科技创新管理体系存在的问题。
In response to the common problems of insufficient understanding and unclear positioning in the management of scientific and technological innovation in nuclear power plants,unreasonable management mechanisms for scientific and technological innovation projects,relatively extensive management of scientific and technological innovation achievements,and insufficient investment in application and transformation,this article systematically analyzes the specific characteristics and shortcomings of scientific and technological innovation in nuclear power plants.Based on the author's years of practical experience in the operation,maintenance,technology and other aspects of business management and scientific and technological innovation management in nuclear power plants,improvement concepts and measures for scientific and technological innovation work in nuclear power plants are proposed.A nuclear power plant scientific and technological innovation management system with hierarchical control of the entire process of scientific and technological innovation projects,scientific and technological achievement management and transformation application management as the core is constructed.After application verification by a nuclear power enterprise,the expected results of scientific and technological innovation business projects,talents and achievements have been achieved,It solves the problems existing in the management system of scientific and technological innovation of nuclear power plant.
