构建超大特大城市新型能源体系的探索实践——以广州市为例

摘要 城市是政治、经济、文化和交通的聚合中心,城市中心地区也是中国人均能耗较高的地方。党的二十大报告提出,“加快建设新型能源体系”。在推进中国式现代化和顺应全球能源低碳转型的大趋势下,超大城市新型能源体系的规划和建设要着眼长远。本文以广州市为例,从能源结构、系统形态、产业体系、治理基础、供应链韧性等角度,分析了超大特大城市新型能源体系建设的发展目标与实施路径,并采用LEAP模型定量评估了新型能源体系建设的经济环境影响。研究发现,加快分布式可再生能源、新能源汽车、能源数智化技术推广应用,是超大特大城市新型能源体系建设的共性选择,有必要在产业规划、科技研发、业态创新方面提前谋划,以确保新型能源体系建设行稳致远。 Cities are global and regional centers for economic,cultural,political,and transportation aggregation,and are the sites of high energy consumption and the main sources of greenhouse gas emissions.The report of the 2oth National Congress of the Communist Party of China proposes to accelerate the construction of a new energy system.In order to promote Chinesestyle modernization and conform to the general trend of global low-carbon energy transformation,the planning and construction of new energy systems in megacities should focus on the long terme.Taking Guangzhou city as an example,this article analyzes the development goals and implementation paths of the new energy system construction in mega-cities from the perspectives of energy structure,system form,industrial system,governance system,and supply chain resilience,and uses the LEAP model to quantitatively evaluate the economic and environmental impacts of the new energy system construction.The study found that accelerating the promotion and application of distributed renewable energy,new energy vehicles,and digital intelligent energy technology is a common approach to the construction of the new energy system in mega-cities.It is necessary to plan ahead in industrial planning,scientific and technological research and development,and business innovation to ensure the steady and long-term development of the national new energy system construction.
