从“湖南省地方行政干部训练团”档案看抗战时期的湘政建设(1937-1945)

The Construction of Hunan Administration from 1937 to 1945:From the Archives of the“Hunan Provincial Training Corps of Local Administrative Cadres”

湘政建设是全面抗战期间湖南省政的重要内容。为改善基层治理环境,推动湘政建设,开发湖南的抗战潜力,张治中积极派遣知识分子下乡,薛岳则着重训练基层干部。“省训团”是湖南国民党训练干部的主要机构,通过梳理湖南省档案馆所藏有关档案后可以发现:“省训团”在工作中突出薛岳的治湘理念即“管教养卫生用”等六大政,训练出大批基层干部,为推动湘政建设提供了诸多人力。“省训团”及其学员的湘政建设实践,有助于支持湖南长期抗战,但干部训练中的缺陷,又妨害了湘政建设的良性发展。

Construction of Hunan administration was an important part of Hunan provincial government’s work in the full-scale phase of the War of Resistance Against Japanese Aggression(1937-1945).In order to improve the grassroots governance environment,promote the construction of Hunan administration and develop Hunan’s potential for resistance,Zhang Zhizhong actively sent intellectuals to the countryside,while Xue Yue emphasized the training of grassroots cadres.The“Provincial Training Corps”was the main organization for training the KMT cadres in Hunan.After consulting the relevant archives in the Hunan Provincial Archives,the current author points out that the“Provincial Training Corps”emphasized Xue Yue’s philosophy of the six major policies“regulation,education,basic industries,security,welfare and utilization”about Hunan administration and trained a large number of grassroots cadres,which provided sufficient manpower for the development of the construction.The practice of the construction of Hunan administration by the“Provincial Training Corps”and its trainees helped to support Hunan’s long-term resistance effort,but flaws in the training of cadres jeopardized the healthy development of the construction of Hunan administration.
