政府敏捷治理是数字技术赋能与政府治理模式深度融合的公共治理范式,是应对具有易变性、不确定性、复杂性、模糊性的高风险社会治理挑战的有力举措,是推进政府治理体系和治理能力现代化的重要方案。政府敏捷治理根植于中国现实情境,外部环境变化、基层治理现状、确定性工作需求、社会治理制度和数字技术应用是其发轫背景。以人民为中心、以问题为导向、以数据为依循的价值理念,以数字平台为介体有效联结多元主体的耦合结构以及主体协同、智能驱动、动态循环等运行机制共同构筑了政府敏捷治理的本土化框架。要从增强环境适应、优化组织结构、强化制度体系和夯实数字支撑等方面着手,通过本土化调适自主建构中国特色政府敏捷治理范式。

Agile government governance is a public governance paradigm that deeply integrates digital technology empowerment and government governance model,a powerful measure to cope with the challenges of high-risk social governance with volatility,uncertainty,complexity,and ambiguity,and an important program to promote the modernization of the government governance system and governance capacity.Agile government governance is rooted in China's realities,with its origins in the background of changes in the external environment,the current state of primary-level governance,the need for certainty,the social governance system and the application of digital technology.The value concepts of people-centeredness,problem-orientation and data-based focus,the coupling structure of effectively connecting multiple subjects through digital platforms,and the operational mechanisms of subject collaboration,intelligent drive,and dynamic cycle have jointly constructed the localized framework of agile governance.We should start from enhancing environmental adaptation,optimizing organizational structure,strengthening institutional system and consolidating digital support,etc.,and independently construct a paradigm of agile governance with Chinese characteristics through localized adaptation.
