新时代“枫桥经验”视域下公安基层社会治理改革路径研究

Path Study of Grassroots Governance Reform of Public Security in the Perspective of the New-Era“Fengqiao Experience”

“枫桥经验”旨在解决基层社会的矛盾和争议,如今已经发展到“矛盾不升级、平安不出事、服务不缺位”,不仅覆盖农村地区,还延伸到了城市、网络,且辐射经济、政治、文化、社会、环境等多个领域。新时代公安基层社会治理面临社会变革、网络时代、需求多元及信息共享不充分等因素带来的挑战与冲击。面对新的形势,应当深刻理解“枫桥经验”的核心思想及价值观,努力将其融入警务工作的数字化、信息化和智能化改革中。通过数字赋能网格化管理,突出“枫桥经验”定位;大力完善推广“微警务”社会治理模式,明确“枫桥经验”价值导向;加强智慧研判,科学预警,落实“枫桥经验”目标;强化多元共治、联动共筑新格局,拓展“枫桥经验”思路。以期持续推进智能警务的建设和发展,优化公安基层治理发展路径。

“Fengqiao Experience”is to resolve contradictions and disputes in the grassroots society.Currently,it has developed the principles of“preventing the escalation of contradictions,ensuring safety without incidents,and providing services without omissions”.It works not only in rural areas,but also expands to urban communities,the ocean and the internet governance in multiple domains of economy,politics,culture,society and the environment.The new-era grassroots governance of public security is confronted with challenges and impacts brought about by social transformation,the internet era,diverse demands,and insufficient information sharing.In the new circumstances,the core concepts and values of“Fengqiao Experience”should be profoundly interpreted to adjust to the policing reform of digitalization,informatization and intellectualization,and enrich its own significance.Therefore,“Fengqiao Experience”should be highlighted in community grid management by digital empowerment.Its value orientation should be identified by the vigorous improvement and promotion of governance model of“micro policing”.Its goal should be achieved by intelligence analysis and scientific early-warning.Endeavors of multiple involvement and coordination should be exerted to expand the thinking of the“Fengqiao Experience”,to promote the construction and development of smart policing,and to continuously optimize the development paths of grassroots governance by public security.
