考虑公平性的异质应急资源动态协同分配方法

摘要 为解决灾后大量不同类型、不同功能且互相耦合的异质应急资源在动态环境下难以高效且公平地协同分配的问题,提出1种动态的异质应急资源的公平分配方法。首先,分析异质应急资源分配效率与公平性的度量方法,建立1个以分配效率和公平性最大化为目标的整数规划模型;其次,基于滚动时域优化框架,设计动态异质应急资源分配方法;随后,通过大量实验验证本文提出的动态分配方法的有效性,并对影响分配公平性的因素进行分析,给出相应的管理建议。研究结果表明:本文提出的分配方法能实现高效且公平的异质资源协同分配。研究结果可为实际的灾后应急资源分配提供高效的动态决策方法和管理建议。 To address the challenge of efficiently and fairly dispatching a large number of heterogeneous emergency resources(each with different types,functions,and interdependencies)in disaster response,a dynamic fair dispatching method for these heterogeneous emergency resources was proposed.Firstly,the measurement method for the dispatching efficiency and fairness of heterogeneous emergency resources was analyzed,and an integer programming model was established to maximize the dispatching efficiency and fairness.Secondly,a dynamic dispatching method of heterogeneous emergency resources was proposed based on the rolling horizon optimization framework.Finally,numerous experiments were conducted to verify the effectiveness of the proposed dynamic dispatching method.Factors affecting dispatching fairness were analyzed,and corresponding management suggestions were provided.The results show that the proposed dispatching method can achieve the efficient and fair collaborative dispatching of heterogeneous resources.The research results can provide efficient dynamic decision-making methods and management suggestions for the actual post-disaster emergency resources dispatching.
