摘要
为探究“机械化换人、自动化减人、智能化无人”安全技术改造行动如何实现本质安全建设目标,构建安全生产本质安全实现过程模型,以S省化工行业“三化”改造行动为研究对象,分析“三化”改造在实现安全生产本质安全目标过程中的协同路径与作用机制。研究结果发现:该过程是通过改造机器设备等一系列“外在”安全来保证生产人员这一“内在”的安全,使“机械化换人”加强“机”要素的本质安全,“自动化减人”实现“料”和“法”要素的本质安全,“智能化无人”达成“环”要素的本质安全。并通过应急管理部门、第三方技术服务机构、生产经营企业、属地基层政府间的4条协同路径,共同实现本质安全建设目标。研究结果可为政府应急管理部门改进和优化“三化”改造行动提供相应参考。
In order to explore how the“mechanization for personnel replacement,automation for personnel reduction,intelligence for personnel unattended”safety technology transformation campaign can realize the goal of intrinsic safety construction,a model for the realization process of intrinsic safety in work safety was constructed.Taking the“triple”transformation campaign in the chemical industry of S province as the research object,the synergistic path and action mechanism of the“triple”transformation in the process of realizing the goal of intrinsic safety in work safety were analyzed.The results show that this process can ensure the“internal”safety of production personnel by transforming a series of“external”safety such as machinery and equipment,which make“mechanization for personnel replacement”strengthen the intrinsic safety of“machine”element,make“automation for personnel reduction”realize the intrinsic safety of“material”and“method”elements,and make“intelligence for personnel unattended”achieve the intrinsic safety of“environment”element.The goal of intrinsic safety construction is jointly achieved through the four synergistic paths of emergency management departments,third-party technical service agencies,production and operation enterprises,and local grassroots governments.The research results can provide corresponding reference for the government emergency management departments to improve and optimize the“triple”transformation campaign.
