协商空间嵌入数字乡村治理:一个分析框架

"Negotiation Space" Embedded in Rural DigitalGovernance: An Analytical Framework

建设基层协商空间,是实践全过程人民民主和乡村振兴的重要途径之一。“协商空间”从“文化-制度-关系-认知”四个维度,通过寄托情感需求的精神符号、附加减负增能的制度结构、再造小共同体的协同治理和弥合感性经验的理性抉择数字乡村治理场域。为此,以嵌入性理论为分析视角,基于皖南地区H村“红色茶馆”议事会的个案研究,系统阐述基层协商空间建设的逻辑演绎和实践图景。在既有农村社会结构与政策话语体系中,H村“红色茶馆”依托红色革命精神与区域性茶文化传统,遵循形塑载体、规范行为、重建关联和凝聚理念的逻辑建构,发掘乡村文化资源增强情感积累、创新数字协商制度焦聚治理效能、拓展数字协商载体弥补协商缺陷、吸纳公序良俗优化协商法理秩序等实践策略,推进乡村振兴中基层协商民主进而有效推动乡村数字治理转型。

Building consultation space at the grassroots level is one of the important ways to practice the whole process of people's democracy and realize rural revitalization."Negotiation space"is embedded in the field of rural digital governance in the four dimensions of"culture-institutional-relationship-cognition",with the help of the spiritual symbol of emotional needs,the institutional structure of additional burden reduction and energy enhancement,the collaborative governance of recreating small communities and the rational choice of bridging perceptual experience.Therefore,based on the case study of the"red teahouse"meeting in H village in southern Anhui Province,this paper systematically expounds the logical deduction and practical picture of the construction of grassroots consultation space.In the existing rural social structure and policy discourse system,the"red teahouse"in H village relies on the core value of regional tea culture and follows the logical construction of shaping the carrier,standardizing behavior,reconstructing the concept of association and cohesion.Relying on practical strategies such as building local cultural capital to enhance emotional accumulation,innovating digital negotiation system to focus governance efficiency,expanding digital negotiation carriers to make up for negotiation defects,absorbing public order and good customs to optimize negotiation jurisprudential order,etc.,we can promote the high-quality transformation of grassroots consultative democracy in rural revitalization,and then effectively promote the transformation of rural digital governance.
