人工智能赋能网络舆情治理——基于动因及拓扑模式分析

摘要 人工智能的迅速崛起对社会治理领域产生了深远的影响。人工智能与网络舆情治理在多样态预警、引爆点适配、动态化规制、柔性拓延关系等方面显现出明显的逻辑契合。深入分析人工智能在网络舆情治理中的意义和目标导向发现,目前人工智能赋能网络舆情治理面临着技术赋权难度大、意识形态极化风险严重、主体责任分散的适用困局。在此基础上,从理念性研究层面入手,提出了构建人工智能拓扑性网络治理“一体四元多向”结构,对舆情治理体系予以流程优化。为充分发挥网络舆情拓扑模式的治理能力,应从“舆情危机的拓扑性”、由此衍生的“拓扑学变量”以及二者关联之下“拓扑合理性治理工具(理念)”三方面共同生成功能性合力效应。 The rapid rise of artificial intelligence has had a profound impact on the field of social governance.There is a clear logical fit between artificial intelligence and network public opinion governance in areas such as diversified warning,adaptation to tipping points,dynamic regulation,and flexible extension relationships.Through in-depth analysis of the significance and goal orientation of artificial intelligence in network public opinion governance,it is found that currently empowering network public opinion governance with artificial intelligence faces the application dilemma of difficult technical empowerment,serious ideological polarization risks,and dispersed main responsibilities.On this basis,starting from the conceptual research level,a"four element multi-directional"structural form of artificial intelligence topology network governance is proposed to optimize the process of public opinion governance system.To maximize the governance capability of the network public opinion topology model,it is recommended to generate functional synergy effects from the"topology of public opinion crisis",the derived"topology variables",and the"topology rationality governance tools(concepts)"associated with the two.
