全要素国土空间用途管制监测管理平台设计与实现——以昆山市为例

Design and Implementation of Monitoring and Management Platform for all Element Land Space Utilization Control:A Case Study of Kunshan City

为实现国土空间精细化监管、治理,以国土空间规划为依据实施用途管制。以昆山市为例,从规划管理业务需求出发,探索设计了国土空间用途管制监测管理平台总体框架,建立了国土空间用途管制监测数据库,开发了包括建设项目用地预审、土地整治项目管理、临时用地管理、设施农用地管理、非农化监测管理、国土变更调查等功能的监测管理平台。实践表明,平台应用有效提升规划用地的管理水平,对加强规划实施、监督、管理具有重要作用。

In order to achieve refined supervision and governance of land space,the implementation of utilization control is carried out according to land space planning.Kunshan city is taken as an example.Starting from the planning management business requirements,the overall framework of the monitoring and management platform for land space utilization control has been explored and designed,and the monitoring database for land space utilization control has been established.The monitoring and management platform has been developed,including the preliminary review of construction project land utilization,land consolidation project management,temporary land utilization management,agricultural facility land utilization management,non-agricultural monitoring management,and land change survey functions,etc.The practice shows that the platform application has effectively improved the management level of planning land utilization,which plays an important role in strengthening the implementation,supervision and management of planning.
