构建技能型社会是我国新时代技能人才队伍建设的总战略,对助力产业转型升级、缓解技能人才供需矛盾、培植技能文化自信具有重要作用。新质生产力发展背景下技能社会建设呈现人才供需结构性错位和U型极化效应特征,以及技能文化缺失、产教融合乏力、预警机制失位和人才生态失衡等问题。为此,需要从理论、社会和现实三层逻辑上进行深层剖析,基于生态系统理论提出对策并优化路径。通过资源挖掘、制度框架和宣传矩阵多角度营造技能文化社会氛围,激发企业活力,创新“洋葱结构”环链互通技能人才培养模式,完善机制构建三螺旋融合技能人才培养命运共同体,构建数据共享平台,打造具有动态调整修复功能的技能人才社会生态。

The construction of a skilled society is the overall strategy for the construction of a skilled talent team in the new era of China,which plays an important role in helping industrial transformation and upgrading,alleviating the contradiction between supply and demand of skilled talents,and cultivating selfconfidence in skill culture.Under the background of the development of the new quality productive forces,the construction of skill society presents the characteristics of structural dislocation of talent supply and demand and U-shaped polarization effect,as well as the problems of lack of skill culture,weak integration between industry and education,loss of early warning mechanism and imbalance of talent ecology.To this end,it is necessary to conduct a deep analysis from the three layers of logic of theory,society and reality,and propose countermeasures and optimize the path based on the ecosystem theory.Through resource mining,institutional framework and publicity matrix,we can create a social atmosphere of skill culture from multiple perspectives,stimulate the vitality of enterprises,innovate the cutivating mode o“f onion structure”chain-connected skill talents,improve the mechanism to build a community of destiny for the training of triple-helix integrated skill talents,build a data sharing platform,and create a social ecology of skilled talents with dynamic adjustment and repair functions.
