基于创新链的郑州市科技成果转化激励机制研究

A Study on the Incentive Mechanism for Science and Technology Achievement Transformation Based on the Innovation Chain in Zhengzhou City

为推动技术市场和科技成果转化工作,郑州市深入推动技术要素市场化配置改革,启动郑州市技术交易市场建设,培育发展技术转移机构和技术经理人,市级以上技术转移机构累计达到58家,培育技术经理人225名;促进科技成果中试熟化,2家单位被命名为首批河南省中试基地,4家单位进入河南省技术创新中心名单。本文从郑州市R&D机构数与从业人员、R&D经费支出、技术市场合同及成交额等多角度,集中分析了郑州市科技投入与成果产出现状。郑州市建立起一套完善的创新链,旨在促进科学研究和发展,通过提供有效的资金支持、实施有效的知识转移和可持续的R&D政策,来推进科学研究和发展。基于此,从科技成果自身、政府、市场3个角度提出对郑州市科技成果转化的建设性意见。

To foster the technological market and revolutionize scientific and techn ologicalaccomplishments,Zhengzhou has further promoted the market-riented allocation reform of technology factors,started the construction of Zhengzhou technology trading market,cultivated and developed technology transfer institutions and technology managers,and the total number of technology transfer institutions above the municipal level has reached 58,and 225technology managers have been cultivated.In Henan Province,two units were designated as the initial batch of pilot bases to foster the advancement of scientific and technological accomplishments,while four units were added to the roster of technological innovation centers.This paper analyzes the current situation of science and technology input and output in Zhengzhou from the perspectives of the number of R&D institutions and employees,R&D expenditure,technology market contracts and turnover.In Zhengzhou,the transformation of scientific and technological accomplishments through an innovation chain is incentivized by three distinct mechanisms:knowledge flow value-adding,knowledge transformation,and an uncertain transformation mechanism.The paper proposes three perspectives on the alteration of scientific and technological accomplishments in Zhengzhou:the achievements themselves,the government,and the market.
