广州城市体检治理示范区创新模式与实践研究

Research on innovative models and practice of Guangzhou urban physical examination governance demonstration zone

阐述了广州以城市体检推动城市治理的时代背景和探索历程,提出以小尺度专项体检的方式将城市体检延伸至项目的建设、运营、管理环节,推动城市体检治理示范区建设,探索双向传导的超大城市精细化治理新模式。从人本视角、居民共治、多维诊断、项目导向、协同治理五个方面归纳了城市体检治理示范区模式特征,通过精细化指标体系数据、多渠道公众参与综合研判居民身边的急难愁盼问题,推动示范区改造方案编制、项目实施和成效评估,完善“发现问题—治理问题—巩固提升”的工作闭环。以广州市首批城市体检治理示范区-花都区旧人大小区有机更新项目实践为例,介绍了项目的组织模式、技术模式、实施模式和运营模式,并提出了进一步优化提升的建议。

This article elaborates on the era background of promoting urban governance through urban physical examinations and the exploration process of Guangzhou.It proposes to extend urban physical examinations to the construction,operation,and management stages of projects through small-scale special physical examinations,promote the construction of urban physical examination governance demonstration zones,and explore a new model of fine governance of super large cities with two-way transmission.Secondly,the characteristics of the urban physical examination governance demonstration zone model were summarized from five aspects:people-oriented perspective,resident co-governance,multi-dimensional diagnosis,project orientation,and collaborative governance.Through refined indicator system data and multi-channel public participation,the urgent and difficult problems around residents were comprehensively analyzed,promoting the formulation of the demonstration zone renovation plan,project implementation,and effectiveness evaluation,and improving the work loop of“discovering problems,governing problems,and consolidating and improving”.Finally,taking the organic renewal project of the old People’s Congress community in the first batch of urban physical examination and governance demonstration zones in Guangzhou as an example,this paper summarizes the organizational,technical,implementation,and operational models,considers the existing shortcomings,and proposes further optimization suggestions.
