摘要
副产物和固体废物加工产物的属性认定是固体废物鉴别的难点和重点,因此开展了国内外有关副产物、副产品(统称副产物质)及产品定义的比较研究。结果表明,副产物质的特征包括以下几点:非有意获得;没有完善的质量控制;需进一步加工才可以满足市场需求;产生量不受市场需求控制。总结我国现行法规中有关副产物鉴别的依据及问题后提出以下主要观点:鉴别为非固体废物的副产物为副产品,副产品应规定其明确用途且不得用于其他用途。综上研究提出GB 34330—2017《固体废物鉴别标准通则》中有关副产品鉴别的修订建议,以期为生产企业及管理部门的固体废物管理工作提供参考。
The attribute identification of by-products and processed products of solid waste is the difficulty and focus of solid waste identification.A comparative study on the definitions of relevant by-products,co-products(uniformly called by-product substances),and products at home and abroad was conducted.The results indicated that the characteristics of by-product substances included the following points:unintentionally obtained material,lacking precise quantity control,needing further processing to meet market demands,and generating quantities that were not controlled by market demands.After summarizing the main standards for identifying by-products in current regulations in China and the problems that arose,the following main points were proposed:the by-products identified as non-solid waste should be considered as co-products,and their intended use should be clearly defined and should not be used for any other purpose.Based on the above viewpoints,revision suggestions on the identification of co-products in Identification Standards for Solid Wastes-General Principles(GB 34330-2017)were proposed,aiming to provide reference for solid waste management of production enterprises and administrative departments.
