基于“五阶循环法”的非遗数字化保护监管思考与实践--以浙江“非遗在线”为例

Reflection and Practice on the Supervision of Digital Protection of Intangible Cultural Heritage Based on the“Five Stage Cycle Method”--Taking Zhejiang’s“Intangible Cultural Heritage Online”as an Example

数字赋能非物质文化遗产系统性保护和统一监管已成为全球文化领域亟待解决的重大课题。浙江“非遗在线”聚焦我国非遗数字化保护监管工作中长期以来一直存在的数据标准欠缺、数据采集难、数据共享不充分等共性痛点难点问题,探索实践“以服务换数据—以档案促标准—以指数量评价—以三色建预警—以闭环筑监管”五阶循环法,打通非遗数字化保护监管过程中普遍存在的“数从哪里来”和“数往哪里用”两大关键技术难点,初步构建了“自动采集—标准规范—量化感知—三色预警—闭环监管”非遗保护监管新模式。

The systematic protection and unified supervision of intangible cultural heritage empowered by digital tech-nology has become a major issue that urgently needs to be addressed in the global cultural field.Zhejiang“Intangible Cultural Heritage Online”focuses on the common pain points and difficulties in the digital protection and supervision of intangible cultural heritage in China,such as the lack of data standards,difficulties in data collection,and insuffi-cient data sharing.It explores the five stage cycle method of“exchanging services for data,promoting standards with archives,evaluating by index,building warnings with three colors,and building supervision with closed loops”in practice,and breaks through the two key technical challenges of“where the data comes from”and“where the data is used”that are commonly present in the process of digital protection and supervision of intangible cultural heritage.It has initially constructed the new regulatory model of“automatic collection-standard specification-quantitative per-ception-three color warning-closed loop supervision”for intangible cultural heritage protection supervision.
