前端控制的法律实现路径研究——以澳大利亚新南威尔士州为例

前端控制作为文件档案管理的基础性原则,其实现路径远比理论构建更为艰难。论文在梳理前端控制内涵的基础上考察国内外前端控制实践现状,剖析我国前端控制现实障碍,最后以澳大利亚新南威尔士州为例,全面解析其前端控制法律实现路径,以求为我国提供借鉴和参考。

As a fundamental principle of re⁃cords and archives management,front-end control is much more difficult to implement than theoretical construction.On the basis of sorting out the connotation of front-end con⁃trol,this article examines the current situation of front-end control practice at home and abroad,analyzes the practical obstacles of front-end control in China,and finally takes New South Wales in Australia as an example to comprehensively analyze the legal implementa⁃tion path of front-end control in order to pro⁃vide reference and guidance for China.
