新时代法治政府电子政务发展路径研究

Research on the Development Path of E-Government for a Government Ruled by Law in the New Era

作为治国理政的核心策略,法治不仅是维系国家长期安宁、和谐发展的基石,且对保障国家的稳定与繁荣意义重大。在法治政府建设的宏伟蓝图中,电子政务作为我国政府服务模式的革新亮点,其地位愈发凸显,成为推动政府效能提升与治理现代化的关键切口,对政府架构、行政透明度、公共服务质量以及公民参与度产生了深远影响,并在推动法治政府构建的道路上展现了其不可或缺的价值。然而,鉴于我国现阶段的实际状况,电子政务在促进法治政府构建的过程中,尚存若干发展瓶颈。立足于法治政府建设的角度,深入剖析电子政务发展进程中遭遇的各类挑战,并据此提出分段式的改进方案与策略,以期逐步完善电子政务的各项功能,通过电子政务的不断精进与优化,能够推动我国法治政府建设迈向新阶段。

As a core strategy for governing the country,the rule of law is not only the cornerstone for maintaining long-term peace and harmonious development of the country but also holds great significance in ensuring national stability and prosperity.In the grand blueprint for building a government ruled by law,e-government stands out as an innovative highlight of China's government service model,playing an increasingly prominent role as a key entry point for enhancing government efficiency and modernizing governance.It has had a profound impact on government structure,administrative transparency,public service quality,and citizen participation,demonstrating its indispensable value on the path to building a government ruled by law.However,given the current situation in China,e-government faces several development bottlenecks in promoting the construction of a government ruled by law.From the perspective of building a government ruled by law,this paper deeply analyzes various challenges encountered in the development process of e-government and proposes phased improvement plans and strategies accordingly,aiming to gradually improve the functions of e-government.Through continuous refinement and optimization of e-government,we can push the construction of a government ruled by law in China towards a new stage.
