摘要
在社会全面步入信息化、数字化和智能化时代,数字基础设施建设如何赋能高新技术产业发展,是推动中国经济高质量发展及中国式现代化的重要内容。本文基于2013—2020年30个省(自治区、直辖市)面板数据,实证分析了数字基础设施建设对高新技术产业发展的影响,研究得出:数字基础设施建设有效推动了高新技术产业发展,经过一系列稳健性检验,该结论仍然成立。机制分析表明数字基础设施建设通过区域创新和产业机构升级这两条路径来提升高新技术产业发展水平。异质性分析显示数字基础设施对高新技术产业发展的赋能效果在东部沿海地区更为凸显;数字基础设施对高新技术产业发展的赋能效果存在着阶段性差异。为此,应加大数字基建的投资力度、加快关键技术的自主创新、强化数字基础设施建设与高新技术产业融合发展以及推进高技术产业“聚链成群”,将有助于增强数字基础设施建设赋能效果。
How to enable the construction of digital infrastructure to empower the development of hightech industries is an important part of promoting the high-quality development of China’s economy and Chinese modernization in the era of IT application,digitalization and intelligence.Based on the panel data of 30 provinces(regions,cities)from 2013 to 2020,this paper makes an empirical analysis of the impact of the construction of digital infrastructure on the development of high-tech industries.The research concludes that the construction of digital infrastructure has effectively promoted the development of high-tech industries,which still holds true after a series of robustness tests.Mechanism analysis shows that the construction of digital infrastructure can enhance the development of high-tech industries through two paths:regional innovation and upgrading of industrial institutions.Heterogeneity analysis reveals that digital infrastructure shows a phase difference in empowering effect on the development of high-tech industries,with more prominent empowering results in the eastern coastal areas.Therefore,it is necessary to increase investment in digital infrastructure,accelerate the independent innovation in key technologies,strengthen the integration of the construction of digital infrastructure with the development of high-tech industries,and promote the“clustering”of high-tech industries,as a way to enhance the empowering effect of the construction of digital infrastructure.
