我国基本公共体育服务标准化政策发展历程、经验与展望

Development History,Experience,and Prospects of Standardization Policies for Basic Public Sports Services in China

运用文本分析、比较分析等方法,对我国基本公共体育服务标准化相关政策发展历程、经验进行分析,并提出展望。我国基本公共体育服务标准化政策经历了雏形时期、实践探索时期、优化完善时期三个时期。发展经验:以人民为中心的价值取向始终如一,纵横联动的政策制定格局逐步形成,纵深细化的政策内容布局逐步清晰,一体多元的政策执行体系逐步建立,试点实证的政策评估机制逐步推进。展望:始终坚持以人民为中心的价值取向;以纵横联动为基础,塑造组合型政策制定范式;以纵深细化为导向,打造系统型政策内容样态;以一体多元为方向,健全层级型政策执行体系;以试点实证为切入,建立实用型政策评估机制等。

By using the methods of text analysis and comparative analysis,this paper analyzed the development history and experience of China's basic public sports service standardization policies,and put forward prospects.China's basic public sports service standardization policy has experienced three periods:the embryonic period,the practice and exploration period and the optimization and improvement period.Development experience:The people-centered value orientation remains the same,the vertical and horizontal linkage pattern of policy formulation is gradually formed,the in-depth and detailed policy content layout is gradually clear,the integrated and diversified policy implementation system is gradually established,and the pilot empirical policy evaluation mechanism is gradually promoted.Prospect:We should always adhere to the people-centered value orientation,build a combined policy making paradigm based on vertical and horizontal linkage,take the depth and refinement as the guidance to create a systematic policy content pattern,take the direction of unity and diversity to improve the hierarchical policy implementation system,and start with the pilot demonstration to establish practical policy evaluation mechanism and other optimization paths.
