Responsibilities of and Collaborations between the Bearers and the Guardians of Intangible Cultural Heritage

2004年,我国加入联合国教科文组织《保护非物质文化遗产公约》,成为最早的缔约国之一。20年来,中国作为负责任的大国不仅积极履行对人类非物质文化遗产保护事业的郑重承诺,为世界文化多样性贡献了“中国色彩”,而且还结合本国国情创造性地开展保护工作,为世界非物质文化遗产保护贡献了“中国智慧”。非物质文化遗产的保护传承是由不同主体共同完成的文化实践,在新的历史时期,我们要积极探索构建中国特色的非物质文化遗产传承主体和保护主体责任理论体系和实践模式,在遵循《保护非物质文化遗产公约》及相关文件的基本精神基础上,重构传承主体和保护主体之间的新型关系,探索一条构建和完善党领导下的保护主体联席会议协同机制、以人为本的传承主体共创共享协商机制和绩效导向的主体责任考核评价监管机制等深化改革的保护传承创新之路。

In 2004,China acceded to the Convention for the Safeguarding of the Intangible Cultural Heritage(CSICH)of UNESCO,becoming one of the earliest contracting states.Over the past 20 years,as a responsible major country,China has not only actively fulfilled its solemn commitment to safeguarding humanity's intangible cultural heritage(ICH),but also contributed to the world's cultural diversity with its unique Chinese characteristics.Moreover,it has innovatively carried out preservation efforts in line with its national conditions,contributing“Chinese wisdom”to the global safeguarding of intangible cultural heritage.The safeguarding and inheritance of ICH is a cultural practice jointly carried out by different subjects.In this new historical era,it is imperative to actively develop a theoretical framework and practical model for ICH inheritance and safeguarding that reflects China's unique characteristics.This endeavor should adhere to the principles of the Convention for the Safeguarding of Intangible Cultural Heritage of UNESCO and its related documents.Moreover,it involves redefining the relationship between different subjects responsible for inheritance and safeguarding,and exploring innovative pathways for deepening reforms.These include establishing a coordinated mechanism under the leadership of the Communist Party of China,people-centered co-creation and sharing consultation mechanism,and a performanceoriented accountability assessment and regulatory mechanism for safeguarding and innovating ICH inheritance.
