摘要
在当前由国家、市场、社会多方力量编织的社会组织资源支持体系中,不同类型的资助机制面临的共同问题首先是“与谁合作?资助谁?”,其次则是“如何对实现合作目标的过程进行管理?”以及“如何提升合作绩效与伙伴能力?”,这是促进社会组织高质量发展的行动策略所要回答的核心问题。本文基于中国红十字基金会“5·12地震灾后重建公开招标项目”进行案例研究,指出对社会组织进行“选择性支持”要精准选择治理型社会组织以进行资金资助,并借助回应性监管和专业赋能为其提供陪伴性的能力支持。同时满足这三个条件的资助机制将对社会组织的发展产生强大的推动力。
In the current resource support system for social organizations woven by the state,the market and the society,the common problem for different types of funding mechanisms are that:(1)Which social organization to fund?(2)How to manage the process of achieving cooperative goals?(3)How to improve cooperation performance and partner capacity?Based on a case study of CRCF Sponsored Public Bidding Projects for the Reconstruction of Wenchuan Earthquake-Hit Area,this paper proposes a theory of“Selective Support”for social organizations.It requires precise selection of Governance-oriented NGOs for grant making,by means of Responsive Regulation and capacity building for companionship to increase their capacity.A funding mechanism that meets these three conditions will produce a strong impetus to the development of social organizations.
