开展母亲河复苏标准与目标研究是加快推进母亲河复苏行动的重要基础性工作。在分析母亲河复苏概念内涵的基础上,认为实现河湖生态环境复苏是一个长期过程,要分区分类研究母亲河复苏标准,提出河湖复苏标准确定原则:重点把握河湖类型,分类明确复苏标准;遵循河湖自然规律,恢复关键水文过程;坚持分区分类施策,体现复苏的差异性;落实相关规划要求,反映复苏的阶段性。研究提出统筹考虑河湖水资源禀赋及开发利用状况、工程调度和补水条件、河湖生态保护需求和复苏标准的复苏目标确定思路和方法,构建了包括生态流量保障、连通性恢复、地下水超采治理、水环境改善、水生态修复等5个属性层的河湖复苏指标体系,并对检视复核后的88条(个)河湖复苏行动目标进行了统计,分析了部分跨省河流2025年复苏目标,研究成果可为合理制定、实施母亲河复苏行动方案,科学评估母亲河复苏成效提供参考。

Research on the standards and objectives for mother river recovery is essential for advancing the Mother River Recovery Action.Based on an analysis of the concept and connotation of mother river recovery,it is recognized that achieving ecological recovery of rivers and lakes is a long-term process.Recovery standards should be developed by region and category,with guiding principles such as focusing on specific types of rivers and lakes to define tailored standards,recovering critical hydrological processes in line with natural dynamics,implementing differentiated recovery measures by region and type,and aligning with planning requirements to reflect phased recovery goals.This study proposes methodologies for setting recovery objectives that consider the intrinsic water resources and utilization conditions,project scheduling and recharge conditions,ecological protection needs,and recovery standards.An index system for river and lake recovery is established,comprising five attribute layers:ecological flow assurance,connectivity restoration,groundwater overextraction management,water quality improvement,and water ecological restoration.The recovery targets of 88 rivers and lakes were reviewed,with a statistical analysis conducted,including the 2025 recovery objectives for some interprovincial rivers.The findings offer guidance for formulating and implementing mother river recovery plans and scientifically assessing the effectiveness of recovery efforts.
