高校职务科技成果赋权改革路径与案例分析——对高校成果转化管理的思考

摘要 赋权改革试点为破解科技成果转化的政策制度瓶颈、提高科研人员创新创业的积极性、促进科技与经济的深度融合,开辟了前所未有的崭新局面,各高校产生了一批典型赋权案例,形成了可复制、可推广的赋权模式。本文分析了各高校具体赋权案例,指出了高校成果转化管理面临的问题和挑战,高校内部完善成果转化管理和操作规则刻不容缓。通过不断探索和实践,高校可以为科研人员提供一个既符合法规又充满机遇的创业环境,从而推动科技创新和经济社会发展。 The pilot of empowerment reform has opened up an unprecedented new situation to break through the policy and institutional bottlenecks in the transformation of scientific and technological achievements,promote the enthusiasm of scientific researchers for innovation and entrepreneurship,and promote the deep integration of technology and economy.Various universities have produced a number of typical empowerment cases,forming a replicable and promotable empowerment model.This article analyzes specific empowerment cases in various universities and points out the problems and challenges that university achievement transformation management will face.It is urgent for universities to improve their internal achievement transformation management and operational rules.Through continuous exploration and practice,universities can provide researchers with an entrepreneurial environment that is both compliant with regulations and full of opportunities,thereby promoting technological innovation and socio-economic development.
