摘要
基于特色农业高质量发展内涵,从“创新、协调、绿色、开放、共享”五个维度构建湖南省特色农业高质量发展评价指标体系,通过熵值法、泰尔指数和莫兰指数分别测度湖南省特色农业高质量发展水平及发展不均衡的问题。研究发现2015-2021年湖南省整体特色农业高质量发展水平呈现上升趋势,特色农业创新、协调发展成为推动当地产业高质量发展的关键力量,各区域呈现“从东向西”逐渐削减的特征,空间发展呈现出一定的集聚性和高度的不均衡性,整体形成“高高—低低”空间集聚效应。为进一步促进湖南省特色农业高质量发展,提出探寻因地制宜的特色发展模式,构建特色农业高质量发展格局,充分依靠创新、协调发展的主要推动力巩固绿色、开放共享发展等政策建议。
Based on the connotation of high-quality development of characteristic agriculture,this paper constructs an evaluation index system for the high-quality development of characteristic agriculture in Hunan Province from the five dimensions of“innovation,coordination,green,openness,and sharing”,and measures the high-quality development level and uneven development of characteristic agriculture in Hunan Province through the entropy method,Theil index and Moran index,respectively.The study found that from 2015 to 2021,the overall high-quality development level of characteristic agriculture in Hunan Province showed an upward trend,and the innovation and coordinated development of characteristic agriculture became the key force to promote the high-quality development of local industries.In order to further promote the high-quality development of characteristic agriculture in Hunan Province,this paper puts forward some policy suggestions,such as finding a characteristic development model according to local conditions,constructing a high-quality development pattern of characteristic agriculture,and consolidating green,open and shared development by fully relying on the main driving force of innovation and coordinated development.
