Analysis of the Path to Improve the Financial System of Science and Technology

科技创新需要社会资本支撑,现代金融体系是动员社会资本、促进储蓄-投资转化、助力社会化大生产的重要渠道,健全科技金融体制具有重大意义。总结我国科技金融已取得的积极成效;分析金融服务科技创新存在的短板与不足,如初创期科技型企业融资结构失衡、耐心资本供给不足、科技金融生态有待完善等;分析健全科技金融体制的路径并提出相关政策建议,要建立长期投资的市场生态,完善全生命周期金融服务体系,搭建信用数据共享机制,构建复合型人才体系,进而提升我国金融供给结构与科技创新需求的适配度,实现“科技-产业-金融”良性循环。

Scientific and technological innovation needs the support of social capital,and the modern financial system is an important channel to mobilize social capital,promote the transformation of savings and investment,and support socialized mass production.Therefore,It is of great significance to improve the financial system of science and technology.First of all,the positive results that China’s science and technology finance has achieved were summarized;Secondly,the shortcomings of scientific and technological innovation in financial services,such as the imbalance of financing structure of scientific and technological enterprises in the initial stage,the insufficient supply of patient capital,and the need to improve the financial ecology of science and technology,were analyzed;Finally,the path to improve the financial system of science and technology was studied and relevant policy recommendations were proposed.It is necessary to establish a market ecology for long-term investment,improve the financial service system for the whole life cycle,build a credit data sharing mechanism and a composite talent system,so as to enhance the adaptability of China’s financial supply structure to the demand for scientific and technological innovation,and to realize a virtuous circle of“science and technology-industry-finance”.
