省域基本公共服务与经济高质量发展的耦合协调与影响因素研究--以山东省为例

A Study on the Coupling Coordination and Influencing Factors between Provincial Basic Public Services and High-quality Economic Development:A Case Study of Shandong Province

经济高质量发展蕴含基本公共服务水平的提升,基本公共服务水平提升推动经济高质量发展,两者协调发展是实现共同富裕、走向现代化的有效途径。运用熵权法测度山东省2012-2021年基本公共服务与经济高质量发展综合指数,通过耦合协调度模型与灰色关联度模型对两系统进行实证研究。结果表明:从耦合协调结果看,10年间两系统均呈现高度耦合状态,说明两系统联系密切且依赖程度高。耦合协调度从濒临失调上升至中级协调,且呈现向良好协调发展的趋势;从指标关联程度看,幼儿园教职工占在园幼儿比重、居民养老保险人数、基层医疗卫生机构位于关联度前三,说明山东省基本公共服务系统对两系统耦合协调贡献较大。基于此,山东省应继续加强政府顶层设计、精准供给基本公共服务、加快现代产业转型升级。

High-quality economic development implies an improvement in the level of basic public services,which promotes high-quality economic development.Coordinated development between the two is an effective way to achieve common prosperity and move towards modernization.Using the entropy weight method to measure the comprehensive index of basic public services and high-quality economic development in Shandong Province from 2012 to 2021,empirical research is conducted on the two systems through coupling coordination degree model and grey correlation degree model.The results show that from the perspective of coupling coordination,both systems have shown a highly coupled state over the past 10 years,indicating a close connection and a high degree of dependence between the two systems.The degree of coupling coordination has risen from near imbalance to intermediate coordination,and is showing a trend towards good coordination;From the perspective of the degree of correlation between indicators,the proportion of kindergarten teachers and young children,the number of resident pension insurance,and grassroots medical and health institutions are among the top three,indicating that the basic public service system in Shandong Province has made a significant contribution to the coupling and coordination of the two systems.Based on this,Shandong Province should continue to strengthen government top-level design,provide accurate basic public services,and accelerate the transformation and upgrading of modern industries.
