摘要
基于标准化与电力科技创新互动发展的需求,本文探讨了标准化与电力科技创新互动过程中可能存在的挑战,包括标准化落地落实需要更完善的管理协调机制,科技创新过程加速背景下需要推动标准规划前移,标准引领价值的发挥需要更有组织的互动时序管理的三重现实挑战。为应对上述挑战,本文提出通过全流程对接保障正向引领、标准数字化促进反向完善、成熟度评估强化双向协同三条路径,旨在通过正向、反向、双向有效互动推动新型电力系统构建和电力行业的高质量发展。
Based on the demand of interactive development between standardization and power science&technology innovation,this paper discusses the possible challenges in the process of interaction between standardization and power science&technology innovation,such as the triple challenges of the need for a better management and coordination mechanism to implement standardization,the need for earlier standard planning in the context of accelerated process of scientific and technological innovation,as well as the need for the more orderly and interactive time-sequence management to play the leading role of standards.In order to deal with the challenges above,this paper proposes three paths to promote the construction of new power system and the high-quality development of power industry.The three paths are implementing standardization in the full process of innovation to ensure the leading effect of standards,reversely promoting standardization through the digitalization of standards,and strengthening the two-way synergy of standardization and power science and technology innovation through maturity assessment.
