摘要
产业园区是我国促进技术进步、保证产业链供应链安全稳定的重要制度设计和支撑力量,如何发挥好产业园区对产业创新发展的引领作用,推动产业持续创新发展是我国实现高质量发展的重要议题。本文聚焦苏州工业园区生物医药产业,创造性地引入了以前瞻性为引领、以主动性为驱动的“靶向引领”概念,并基于1994~2017年的企业专利数据,运用回归合成法,实证分析了靶向引领对园区产业创新的影响及作用机制。研究发现,靶向引领显著促进了园区产业创新,“靶向定位”和“靶向深化”保证了该促进作用的长期效率,且经过一系列稳健性检验后结论依然成立。机制分析表明,靶向引领能够通过企业自身的人才集聚、企业间的技术扩散以及园区产业整体的技术专业化优势推动园区产业的创新发展。此外,进一步分析发现,靶向引领对园区所在城市的产业创新发展存在正向溢出效应。本文的研究结论为优化我国产业园区发展方式和进一步落实创新驱动发展战略提供了启示和参考。
Industrial parks are important system designs and driving forces in China for promoting technological progress, ensuring the security of industrial chains and supply chains. Understanding how to leverage the leading role of industrial parks in promoting industrial innovation, fostering sustainable and innovative development is a crucial issue for achieving high-quality development in China. Focusing on the biomedical industry in Suzhou Industrial Park, this paper creatively introduces the concept of "targeted induction", which is led by forward-looking insights, driven by proactivity. Based on enterprise patent data from 1994 to 2017 and regression control method, this paper empirically investigates the impact and mechanisms of targeted induction on industrial innovation in industrial parks. The results demonstrate that targeted induction has significant impact on industrial innovation. The initial "targeted orientation" and continuous "targeted deepenings" ensure the long-term effect of this promotion. The conclusions remain valid after a series of robustness tests. Mechanism analysis shows that targeted induction promotes innovative development through human capital accumulation in enterprises, technology diffusion among enterprises, and industrial technological specialization advantage of the park's industry. Additionally, further analysis reveals a positive spillover effect of targeted induction on industrial innovative development of the cities where the parks are located. These findings provide potential insights and reference for optimizing the development patterns of industrial parks in China and further implementing its innovation-driven development strategy.
