互联网整体性治理模式构建和路径设计——基于治理供需匹配的视角

Internet Holistic Governance Model Construction and Path Design: Based on the Perspective of Governance Supply and Demand Matching

整体性治理能够有效解决互联网发展中治理主体割裂和治理行为异化所导致的条块分割问题,现有研究主要考察了互联网治理的概念内涵和策略供给,尚缺乏对其整体性治理的模式解构和路径诠释。本文遵循诠释主义的研究范式扎根于互联网治理情境,通过对政府、平台企业和网民的文本数据进行编码,得出关于技术架构、使用行为、生态秩序的互联网整体性治理需求,并以领导方式和管理方式的协同耦合得出规制性治理、调节性治理、疏解性治理和自律性治理等互联网整体性治理供给。最终基于供需匹配的视角,构建互联网整体性治理的12宫格模型,归纳出技术治理、行为治理和生态治理等3种治理模式。三者的相互补充、协同互动构成了互联网整体性治理的演进动力,刻画出基于“目标统一→资源整合→功能互补”的递进式治理路径。在目标统一上,利用技术连接实现“聚点”,提升政府、平台企业和网民集体行动的意愿;在资源整合上,通过行为协调实现“成链”,推动治理过程的协同演化;在功能互补上,借助生态嵌入进行“织网”,促进各主体形成共生互生的治理共同体,进而提高整体治理能力。本文对互联网整体性治理模式与路径的剖析揭示,不仅为互联网治理提供了崭新视角,还会深化对领导方式和管理方式的关系认知,有助于进一步推进互联网的综合治理。

Holistic governance can effectively solve the problem of compartmentalization caused by the fragmentation of governance subjects and the alienation of governance behaviors in the development of the Internet. Existing studies have mainly studied the conceptual connotation and strategy provision of Internet governance, but have lacked the interpretation of its holistic governance model and path. This study adopts a hermeneutic research paradigm, rooted in the Internet governance context, and derives the three governance needs of technical architecture, usage behavior, and ecological order by coding the textual data of the government, platform enterprises, and Internet users. We derive the Internet governance supply of regulatory governance, moderating governance, detracting governance, and self-regulatory governance with the synergistic coupling of leadership and management styles. Based on the matching of supply and demand, we construct model of Internet holistic governance, and summarize the governance modes of technical governance, behavioral governance and ecological governance. The three modes of governance complement each other and interact energetically to form the evolutionary momentum of Internet governance as a whole, which portrays the path of Internet governance as a whole of "goal unification→resource integration→functional complementary". For goal unification, technological connections create "gathering points" that enhance the collective will of the government, platform enterprises, and netizens. For resource integration, behavior coordination "forms chains" to drive synergy in the governance process. For functional complementarity, ecological embedding "weaves a network" that fosters a symbiotic governance community, thereby enhancing overall governance capacity. This study analyzes the holistic governance mode and path of the Internet, which not only provides a new perspective for Internet governance, but also deepens the cognition of the relationship between leadership and management styles,and further promotes the comprehensive governance of the Internet.
