职教本科分类招生制度改革的爱尔兰经验及借鉴——以理工学院为例

爱尔兰理工学院招生制度改革有利于平衡与国立大学的招生竞争,既满足了人力资源市场上劳动力“回炉重造”的需求,又满足了技能型人才终生发展的需要。为了提升人才选拔质量,爱尔兰理工学院实行证书和考试“互补型”的入学凭证,采用“阶梯式”的录取办法并构建了“三位一体”的招生机构。我国应用型高校人才选拔制度也要协同国家资格框架建设,引导学生因需入学;根据考生的教育背景,探索最优资格录取;平衡招考主客体的权责利,形成招考分离体系。
