某公立医院基于DADS模型优化信息公开体系实践

Practice of Optimizing Information Disclosure System Basedon DADS Model in Public Hospital

信息公开是公立医院依法披露医疗服务信息的重要途径,公立医院应主动建立健全信息公开管理体系,打造公平、公正、公开的医疗信息公开环境。当下医疗机构信息公开存在体系建设不规范、内部公开动力不足等问题。某院通过借鉴DADS模型对信息公开各环节进行优化,利用考核激发内部披露动力,建立多维度分析指标,调研患者获取信息的方式,强化信息多渠道发布,严格监管制度,杜绝违规公开行为。DADS模型是公立医院完善信息公开体系的良好模板,可以有效缓解医疗领域信息不对称,保障信息公开客体权益等。本文提出,医疗机构信息公开行为的规范还需要各方共同参与并履行职责,打造以公立医院内部监督、政府行政监督、社会公众监督等相结合的信息公开管理模式。

Information disclosure is an important way for public hospitals to lawfully disclose medical information.Public hospitals should take the initiative to establish sound information disclosure management system and create a fair,just and open medical information disclosure environment.There are problems with current medical information disclosure,such as non-standard system construction and insufficient internal disclosure motivation.A hospital optimized various aspects of information disclosure by drawing on the DADS model,stimulated internal disclosure motivation through assessment,established multidimensional analysis indicators,investigated the ways in which patients obtain information,strengthened multi-channel information dissemination,strictly regulated the system,and eliminated illegal disclosure behavior.DADS model is a good template for public hospitals to improve their information disclosure system,which can effectively alleviate information asymmetry in the medical field and protect the rights of information disclosure objects.This paper proposes that the standardization of information disclosure behavior in medical institutions also requires the joint participation and fulfillment of responsibilities by all parties,and create an information disclosure management model that combines hospital internal supervision,government administrative supervision and public supervision.
